Epic Universe Permits Point to Major Ministry of Magic Project

New Orange County permit filings point to a sizable construction project near The Wizarding World of Harry Potter – Ministry of Magic at Universal Epic Universe, though Universal Orlando Resort has not said what the building will contain.

Records shared by permit-tracking account PermitWizard describe a two-story, 95,748-square-foot new commercial building. The project is classified in Orange County’s “Recreational/Social/Sauna” category, a commercial-building designation that does not identify a ride or its technology. The filing lists an expiration date of January 20, 2027.

The paperwork adds to earlier permits tied to Area P905, a development code associated with Epic Universe’s Wizarding World. Previous filings covered about 150,000 square feet of utility and foundation work, indicating development beyond initial site preparation.

Epic Universe opened May 22, 2025, with Harry Potter and the Battle at the Ministry as the land’s main ride. Universal describes that attraction as a motion-simulation experience in which guests travel by Métro-Floo to the British Ministry of Magic and board a magical lift with Harry, Ron and Hermione. The land also includes Le Cirque Arcanus.

The scale of the newly permitted building has fueled renewed speculation about a possible broomstick-themed attraction. But no public filing identifies an attraction name, ride manufacturer, vehicles, track, simulator system or other equipment. Past Universal patents involving simulated flight and broomstick-like ride vehicles do not confirm a connection to this project.

Universal Creative director of projects Anisha Vyas has previously said there was “more magic coming out of Epic Universe,” including in the Wizarding World, without providing details. Until additional permits, construction documents or a Universal announcement emerge, the confirmed news is limited to a substantial new building project near the Ministry of Magic area.
